EthnoExpert Co. Ltd. was founded in 2009 by the St.Petersburg specialists in the field of environmental, historical and cultural studies. Establishment of the company was preceded by a 2005-2009 period, when EthnoExpert started its development as a St.Petersburg State University Researchers Group (known as the “EthnoExpert Group” or “Northern Expedition”), integrating young talents, fundamental knowledge and innovative management specialists. With the Russian and International projects management experience Igor Semenov took CEO position in the EthnoExpert Company. The Sakha (Yakutia) Republic State Assembly (Il Tumen) issues the Social Impact Assessment Law
The new law was adopted to prevent and minimize the potential negative impacts of proposed economic and other activities to the original environment, traditional lifestyle and livelihood, socio-economic and cultural development of the indigenous peoples of Yakutia. Ethnological examination is defined as the scientific study of small peoples original environment and socio-cultural situation change impact on the development of the ethnic group.

The main goal of the conference was to review the understanding of the arctic system in a time of rapid environmental change. On the conference sessions discussions of future research directions aimed toward a better understanding of the arctic system and its trajectory took place. Topics ranged from basic understanding of the Arctic and system-wide change to developing response strategies to adapt and mitigate change. This international scientific forum gathered more than 200 leading researchers from 17 countries. Konstantin B. EthnoExpert makes Interactive Mapping Project presentation at the Murmansk Conference "VII-th Ushakovskie Chteniya"11-13 March 2010 EthnoExpert company specialists participated in the conference "VII-th Ushakovskie Chteniya" in Murmansk devoted to the ethnographic, cultural and historical studies on the Russian North. The conference was organized by leading scientific and educational centers of the region: Murmansk State Pedagogical University, State Archives of the Murmansk region, Murmansk Regional Museum and Murmansk State Regional Universal Scientific Library. During the conference plenary and three special sessions were organized - "The Spiritual Life of the Russian North", "Euro-Arctic Region: History and Modernity", "Local history in literature, history and education". Several presentations were made by the international researchers: Ivar Berklund, Yulian Konstantinov, Vladislava Vladimirova (University of Tromso, Norway) and Veronika Simonova, Vladimir Davydov (University of Aberdeen, UK).

15 April 2010 The Sakha (Yakutia) Republic State Assembly (Il Tumen) during the XVI Plenary Session issued the Social Impact Assessment ("Ethnological Examination") Law. Expert review procedures should be obligatory undertaken before any infrastructure projects or other development interventions which could affect territories of traditional residence and traditional economic activities of indigenous peoples of the North.
